In 11g:

• the login page is located here: Oracle_HOME/bifoundation/web/msgdb/pages/common/signin.html
• and the custom messages here: Oracle_HOME/bifoundation/web/msgdb/l_en/messages/logonmessages.xml

OBIEE can't authenticate. If you use a database authentication, verify the connection with the database and if you have enough max connection in the connection pool.
