About

A block container box is just a container of boxes created from HTML container element and rendered as a block box.

It can contains either:

only block-level boxes (generated from elements)
or establishes an inline formatting context and thus contains only inline-level boxes.

Not all block container boxes are block boxes:

non-replaced inline blocks
and non-replaced table cells

are block containers but not block-level boxes.
